At the eastern port, the Blue Shark Pirate Group and the rest of the Franz Kingdom’s warships—which couldn’t all be accommodated at the western port—were docked.

The reason Franz Kingdom’s ships were divided this way was because, while other factions had at least medium-sized sailing vessels, many of theirs were small ships.

To use a modern analogy, it was like separating out compact cars into a designated parking area.
