Chapter 25 – The People Who Risk Their Necks

In 1993, China had yet to see significant advancement in naval power or its economy.

However, no one believed that China would remain stagnant forever.

China had already successfully developed atomic bombs, hydrogen bombs, and ICBMs sequentially during the 1960s and 1970s.

If China were to strengthen its military, it would not bode well for South Korea.

Especially if China decided to support North Korea, things would become even more difficult.

One only had to recall the Korean War of June 1950 to understand the likelihood of China supporting North Korea.

China’s entry into the war had reversed the situation after South Korean forces had advanced beyond Pyongyang.

No matter the circumstances, an increase in China’s military strength would undoubtedly be disadvantageous for South Korea.

“I believe that this will both strengthen South Korea’s power and weaken China’s,” said Minister of National Defense Kang Baek, breaking the silence.

“Even if it costs 500 million dollars, this must be pursued. But CEO Lee Seon-su has graciously offered to handle it for 50 million dollars. Letting this opportunity slip away would be…”

He stopped short of saying it would be treason. The thought seemed too radical.

“In any case, as a representative of the military, I firmly believe we must proceed.”

Director Kim Seong-woong of the NIS responded to Minister Kang’s remarks.

“Minister Kang, it’s not an easy task.”

“Even if it’s not easy, it must be done.”

“You know that those under the influence of Samdo Group will oppose it.”

“Then we’ll face and overcome that opposition.”

“Minister Kang!”

Director Kim Seong-woong raised his voice.

“That kind of statement can be problematic depending on how it’s interpreted.”

“I’m well aware. But I’m emphasizing the military’s resolve.”

“Gentlemen, please calm down,” interjected Minister of Foreign Affairs Lee Han-se.

“No matter how much you argue here, it will lead to neither gains nor conclusions.”

Minister Kang Baek and Director Kim Seong-woong fell silent. They recognized the truth in Minister Lee’s words.

“I understand both of you are determined to realize CEO Lee Seon-su’s proposal. I also support making our country stronger.”

Although they had slight differences in perspective, all three men agreed that South Korea should purchase the aircraft cruiser from Ukraine.

“Diplomacy requires strength. Weak diplomacy doesn’t work—it’s a lesson proven by history. That’s why I hope our country becomes stronger.”

Minister Lee Han-se had witnessed many situations where South Korea’s diplomacy faltered under the pressures of China and Japan.

“However, we can’t blindly dismiss opposing opinions. Some may be acting under Chairman Lee Hwan-geon’s influence, but among the dissenters, there might be those who genuinely want our nation to benefit more.”

Minister Kang Baek’s temper flared.

“They only think that way because they don’t know what’s truly beneficial. And they want more for themselves.”

“Let’s not be so cynical, Minister Kang.”

“Ha-ha, is that so? Let’s be honest—has anyone here not been approached by Samdo Group? Even I’ve had them extend a hand to me.”

Minister Kang’s anger was justified.

One of his subordinates, who had served him loyally for three years, had betrayed him.

Despite his efforts to avoid any dealings with Samdo Group, this subordinate had secretly met with one of their people without his permission.

The betrayal left Minister Kang with an indescribable sense of betrayal.

“I understand. That’s why you dismissed your aide,” said Director Kim Seong-woong.

Clenching his fists, Minister Kang said, “Yes, and I issued a harsh warning. If this happens again, even a general will be dismissed. Thankfully, the Chiefs of Staff remain uninfluenced by Samdo Group.”

He had verified the thoughts and resolve of the commanders of the Army, Navy, and Air Force.

This was why Minister Kang could confidently speak to Lee Seon-su.

“I understand,” said Minister Lee Han-se, though a hint of bitterness lingered in his voice.

It was difficult to ascertain who within the Ministry of Foreign Affairs was under Samdo Group’s influence.

In that sense, he envied Minister Kang.

“In that case, there’s only one way forward,” said Minister Lee Han-se, drawing everyone’s attention.

“We must appeal directly to the President. Either our heads will roll… or the heads of those under Samdo Group’s influence will.”

They were willing to risk everything to convince the President.

At least a few ministers at the Cabinet level would likely be ousted under the current administration.

If they failed, Minister Lee, Minister Kang, and Director Kim would all have to resign.

“CEO Lee Seon-su.”

“Yes, Minister Lee Han-se?”

“Could you give us a little more time?”

“How much time do you need?”

“We’ll resolve this within a week at the latest.”

“A week, you say.”

That amount of time was acceptable.

However, I pretended to hesitate to make it seem like a difficult concession.

“Ukraine is more pressing than Russia. Chinese companies are probably already negotiating.”

Their expressions darkened.

“Still, you three seem determined.”

Their faces lit up with anticipation.

It seemed like they would respond just as I expected.

“Regardless of the outcome, I’ll go ahead and purchase the aircraft cruiser from Ukraine.”

“Are you serious?”

Minister Kang Baek asked instinctively.

“Yes, I’m serious.”

“You could lose 50 million dollars.”

Minister Lee Han-se sounded worried.

“You three are risking your necks to resolve this with the President. I should do my part as well.”

“CEO Lee Seon-su…”

Their reactions were predictable.

Their eyes shone with admiration.

In any case, even if acquiring the aircraft cruiser resulted in a loss, it wouldn’t be detrimental.

Even if the South Korean government wavered under Samdo Group’s influence and prolonged negotiations with Russia,

I could sell the Ukrainian aircraft cruiser to China for an even higher price.

India would salivate over the Minsk Aircraft Cruiser.

As for Japan, even if they offered more money, I didn’t want to sell it to them.

“Phew. Honestly, without CEO Lee Seon-su, I wouldn’t even be here,” remarked Director Kim Seong-woong.

“What? If my neck gets chopped off, you’ll make sure I’m fed, right?”

Was that a joke?

Judging by his expression, it didn’t seem like one.

“That’s a good idea.”

Minister Lee Han-se spoke up.

“You two, don’t burden CEO Lee Seon-su. I’m better suited to work for the defense industry than either of you.”

“Are you three joking?”

The looks they gave me simultaneously…

I had to confirm it.

“I’ll assume you’re joking.”

Why aren’t they answering?!

***

After leaving Lee Seon-su’s residence, the three ministers spoke briefly before getting into their car.

“Ha.”

“Minister Lee, why are you laughing?”

“CEO Lee Seon-su’s expression at the end was amusing. Director Kim, I noticed you were trying to suppress your laughter too.”

“I was only smiling because it feels like I’ll have a stable job after retirement.”

“I told you, I’m the better fit for the role.”

Minister Lee Han-se shook his head.

“Enough joking. We seriously need to prepare our appeal to the President.”

“This isn’t a joke. I genuinely want to be involved in strengthening South Korea’s defense capabilities.”

Minister Kang Baek was particularly interested in obtaining satellite technology after securing the aircraft cruiser.

This would also allow them to acquire ballistic missile technology.

“Well, there’s that, but I believe CEO Lee Seon-su also needs intelligence support. That’s where I can put my expertise to use.”

“True, but apart from intelligence, we also need someone who can represent CEO Lee Seon-su in future negotiations.”

The three men realized that what started as a joke was becoming a genuine discussion.

However, their immediate priority was persuading President Lee Sam-yeong.

“Let’s focus. The National Intelligence Service will handle information control. For now, let’s figure out how to meet the President quickly and convince him,” said Director Kim Seong-woong.

Minister Kang Baek had an idea.

“In two days, there’s the general appointment ceremony.”

Minister Lee Han-se and Director Kim Seong-woong’s eyes lit up.

The President typically officiates general appointment ceremonies unless something urgent prevents it.

Additionally, he often dines with the newly appointed generals afterward.

“I’ll attend with the Chief of Staff. We can all stake our necks together.”

If the generals in key positions supported them, their chances would improve significantly.

“Great. I’ll use foreign affairs as an excuse to attend that day,” Minister Lee Han-se said.

“I can show up under the pretense of reporting NIS matters as usual,” added Director Kim.

The three of them naturally found a way to meet President Lee Sam-yeong together.

The general appointment ceremony for 11 generals concluded in the morning.

The newly promoted generals moved to the dining area for a meal with the President.

During these meals, they typically had informal conversations with him.

However, President Lee Sam-yeong felt that today’s ceremony was strange.

The newly appointed generals seemed unusually tense.

And the attendance of the Chiefs of Staff was unexpected.

Usually, one representative from the Ministry of National Defense was sufficient.

Since this was his first appointment ceremony as President, he tried to dismiss his unease.

President Lee then headed to the dining hall where the promoted generals were waiting.

When he entered, the generals stood to greet him.

But what caught his attention was the presence of an unexpected individual.

“Why are you here, Minister Lee?”

“I mentioned I had something to report, sir.”

“But wasn’t that scheduled for this afternoon?”

Minister Lee Han-se had arranged to report to the President later in the day.

“It’s an urgent matter.”

“An urgent matter…”

President Lee turned to Director Kim Seong-woong.

“Since you’re here with the NIS Director, I assume it’s the same issue… isn’t it?”

Minister Lee didn’t deny it.

“Yes, sir.”

“Then let’s talk after the meal. This is highly improper.”

Hearing this, Minister Kang Baek spoke up.

“Your Excellency, the President. The Chiefs of Staff, the newly promoted generals, and I all share the same concerns as Minister Lee and Director Kim.”

President Lee Sam-yeong was taken aback.

“Are you telling me you’re all here to pressure me into something together?”

Standing at attention, Minister Kang responded.

“No, sir. Everyone here is merely concerned about the nation.”

“Concerned about the nation? About what exactly?”

“The negotiations with Russia, sir.”

President Lee let out a scoff.

“Negotiations with Russia? Are you serious?”

“My apologies, sir. However, the military, yearning for self-reliance in national defense, believes that we must quickly approve the negotiations with Russia to secure the weapons.

We are willing to relinquish our positions, as are the generals here, who are prepared to surrender their ranks.”

President Lee Sam-yeong was genuinely furious.

“This is nothing short of blackmail! Having the Minister of National Defense and the Chiefs of Staff threaten to resign is outright coercion!”

Minister Kang Baek bowed his head.

“I apologize, sir. Please take this as a measure of how seriously we view this matter.”

President Lee Sam-yeong looked around at Minister Kang, the generals, Minister Lee Han-se, and Director Kim Seong-woong.

Their expressions and eyes conveyed sincerity.

He sighed deeply.

“You’re not going to back down, are you?”

“No, sir.”

“Is everyone here in agreement that the negotiations with Russia must be approved promptly?”

“Yes, sir.”

“Fine.”

Minister Lee, Director Kim, and Minister Kang were surprised.

They had expected more resistance.

“I’ve been struggling to figure out who’s on the opposing side and who supports this. You’ve made things clear.”

President Lee Sam-yeong walked to his designated seat and sat down.

“You three, have a seat as well.”

“I understand the hardships you three have faced. However, with Prime Minister Han strongly opposing it, I had no choice but to hesitate.”

President Lee Sam-yeong couldn’t help but feel that way.

Prime Minister Han Woo-ri.

He had been a political ally of President Lee Sam-yeong for nearly his entire life.

President Lee deeply trusted him.

When Han Woo-ri accepted the role of Prime Minister, he made one promise:

If there was anything he believed to be wrong, he would oppose it, no matter what.

He also stated that if this principle couldn’t be accepted, he wouldn’t take the position of Prime Minister.

President Lee agreed to this condition.

“While it’s true that Prime Minister Han was influenced by a request from Samdo Group, I don’t think that’s the only reason. He’s someone who prioritizes the country’s best interests.”

That was how President Lee Sam-yeong saw Prime Minister Han Woo-ri.

“The argument that we could acquire the aircraft cruiser for an even lower price is persuasive. Also, Samdo Group’s proposal to import weapons through a $500 million investment is appealing.”

President Lee also wanted to approve the negotiations with Russia quickly.

“Convince Prime Minister Han. If you can do that, I’ll take care of the rest. And if there are still dissenters…”

He didn’t say they would be purged, but the implication was clear to those listening.

Minister Kang Baek felt confident he could persuade Prime Minister Han Woo-ri.

“Your Excellency, Prime Minister Han likely considered the benefits of Samdo Group’s $500 million investment.”

“That’s true. Compared to the sudden appearance of CEO Lee Seon-su, Samdo Group seems more reliable.”

Naturally.

“To be honest, the value of an aircraft cruiser exceeds $500 million. Russia only views it as scrap because they can’t operate it.”

“That’s the problem.”

“But if we can acquire another aircraft cruiser for $50 million, wouldn’t that be better than Samdo Group’s $500 million benefit?”

President Lee’s expression turned to one of surprise.

“Is Russia offering another one?”

“No, sir. CEO Lee Seon-su has guaranteed that he can purchase one for $50 million.”

“CEO Lee Seon-su, you say?”

“Yes, Your Excellency.”

President Lee understood that having two aircraft cruisers would significantly bolster South Korea’s defense capabilities.

“If that’s truly possible, I can personally persuade Prime Minister Han. Can you take responsibility for what you’ve just said?”

“I will take full responsibility. If it fails, I will step down from my position.”

Minister Lee Han-se interjected.

“There are also diplomatic issues with Russia. I, too, will take responsibility and resign if necessary.”

Director Kim Seong-woong added,

“I will also take responsibility and step down.”

Suddenly, the generals seated at the table stood up.

As if on cue, they declared:

“We will take responsibility and resign as well.”

“I, too, will take responsibility.”

Seeing even the generals united, President Lee Sam-yeong nodded.

“I will trust all of you.”

Everyone expressed their gratitude with joyful expressions.

“Sit down. Let’s eat first. But to be honest, I was angry.”

The generals, who had hoped to enjoy their meal, stiffened.

So did the three-sitting next to President Lee.

Then, unexpectedly, he continued:

“That Samdo Group could influence national policy like this…”

President Lee was deeply displeased with the situation.

“Hearing your thoughts gives me strength.”

Now, he had a way to persuade Prime Minister Han Woo-ri.

President Lee Sam-yeong had no intention of letting this issue slide.
